RESUMO
O trabalho objetiva analisar a formação da elite política brasileira e a importância dos bacharéis no pensamento constitucional brasileiro. Para tanto, é examinado o que Eul-Soo Pang e Ron L. Seckinger escreveram sobre a formação e substituição dessa elite política, que tem sido conhecida como “mandarins do império”. Observa que essa elite esteve em contato com os grandes intelectuais do passado e de seu tempo, tendo fundamentado as suas ideias e pensamentos. Como resultado demonstra a importância do estudo para a ciência política e o desenvolvimento de um pensamento constitucional. Conclui com a demonstração de que outras consequências decorrem como, por exemplo, a questão do Poder Moderador e do federalismo, discussões que permanecem atuais e não parecem estar próximas de um consenso geral. O método utilizado é qualitativo e utiliza a pesquisa bibliográfica como forma de coleta de dados.

ABSTRACT
The paper aims to analyze the formation of the Brazilian political elite and the importance of graduates in the Brazilian constitutional thought. To do so, is examined what Eul-Soo Pang and Ron L. Seckinger wrote about the formation and replacement of this political elite, that has been known as "mandarins of the Empire". Observes that this elite was in contact with the great intellectuals of the past and of their time, substantiating its their ideas and thoughts. As a result demonstrates the importance of the study for political science and the development of a constitutional thought. Concludes with the demonstration that other consequences arise, for example, the issue of the moderative power and federalism, which remain current discussions and do not appear to be close to a general consensus. The method is qualitative and uses bibliographic research as a means of data collection.
